The frame is solid, the panels need to be cut out as shown, There is a website called Raybuck (check last pic) that sells all the steel replacement panels for each section of rust you see on the body panels of the van that can be cut out and rewelded new for $825.50 shipped to your door.
Will be a great candidate for someone with mechanical/bodywork skill.
