Cowl tag and VIN tag information inconsistencies
Although the cowl tag and the VIN tag share some identical information it should be appreciated that some information is divergent. GM was inconsistent with the usage of the model designation codes used for the cowl tag numbers and the VIN tag numbers. The same is also true of the cowl build numbers and the VIN serial numbers. Both numbers differ as unique numbers without any relationship to each other at all.
Cowl tag key
The cowl tag had 7 ST (body- style code) digits:The first two digits were the model year; 67 = 1967, 68 = 1968, and 69 = 1969.The third and fourth digits were always 12.In 1967 the fifth digit designated interior style; 4 = standard interior and 6 = custom interior. In 1968 and 1969, the fifth digit was always 4.The sixth and seventh digits designated body type; 37 = coupe and 67 = convertible.

VIN decode key
The first digit is 1, which denotes Chevrolet. The second digit on the Camaro is 2. It denotes F-body, which could be Camaro or Firebird, but since the first digit is 1, it would denote Camaro. The third digit shows the engine type; 3 = L6 or 4 = V-8.The fourth digit denotes bodytype; being 3 = hardtop or 6 = convertible. • The fifth digit is a 7, which simply equates to a two-door couple. The sixth digit denotes the model year; 7 = 1967, 8 = 1968, or 9 = 1969.The seventh digit is a letter designating the assembly plant; "N" = Norwood, Ohio, or "L" = Los Angeles/Van Nuys, California. The eighth through the thirteenth digit are the actual sequential production unit number.

1969 Chevy Camaro assembly plants
Most of the 1967-69 Camaros were built in one of the two U.S. assembly plants. About 79% of the U.S.-assembled cars were built at the Norwood, Ohio factory (near Cincinnati) and about 20% came from the Van Nuys, California assembly plant near Los Angeles. But unbenownst to most people, there were at least five other Camaro assembly plants, located on different continents. These assembly plants were constructed in countries that required local assembly and content (either as outright requirements or due to high import taxes).
Camaros were assembled at these five overseas factories: the Yutivo factory in Manila, Philippines, GM Continental in Antwerp, Belgium; GM Suisse in Bienne, Switzerland; GM de Venezolana in Caracas, Venezuela; and GM del Peru in Lima, Peru.
GM had other plants in various markets throughout the world that also built U.S.-designed vehicles, including Australia and Argentina, but they didn't build Camaros.
