1963 ? Land Rover Seried II Restoration Project with Tropic Roof

1963 Land Rover Land Rover 2 door, Series 2 Tropical Roof Additional Info:

1963? Land Rover Series I, 2 door.
We have a clear Pennsylvania Title that states it is a 1963 Model. Some of the charts show this VIN is a 1961. I am not a Land Rover expert.
The odometer shows 64,165 miles and the title agrees with that mileage.
It has a 4 cylinder gas engine that does not turn over. The vehicle was in storage for many years (there was no barn nearby, so it is not a barn find). The engine is complete with accessories. It is a stick shift transmission.
I was told this is a "tropical roof". It has air vents in the roof under the aluminum upper shell. I suppose this kept the rain out but you could still get air flow between the standard roof and the upper aluminum shell.
The tires are in poor condition.
The seats will need recovered but the interior appears complete. It has dual facing rear seats so you could seat 7 people.
The body has a dent in the passenger side front fender.
The frame is in poor condition and will probably need replaced. The rear spring mounts are rusted away. See photos when it was up on a lift.
I was told that the snow plow lift was working when it was parked.
